The driver became suspicious and called 911 when Williams, carrying a bag, asked if he would take him out of town, police said, reports TC Palm.
The 27-year-old was then arrested and charged with first-degree murder.
Williams had allegedly stormed into Maribel Morales-Rosado's home in Indiantown, Florida, on Tuesday morning – with the shooting taking place at roughly 8am.
Her six children were in the home at the time, aged between 10 and 17, and investigators believe most witnessed the shooting.
Williams was arrested around 40 minutes later.
The 10-year-old child was taking part in an online lesson with a teacher and other pupils from Warfield Elementary School.
Their screen was hit by a projectile and went black, according to reports.
The handgun used in the killing is suspected to have been stolen in 2015 from a vehicle in Sewall's Point, police told local media.
Members of a SWAT team were in western Martin County for training and took Williams into custody.
The accused gunman is understood to have been separated from Ms Morales-Rosado, 32, for over a year but lives round the corner from her.
Sheriff Martin Snyder said he had confronted her about "something to do with a video" after they conversed over Facebook.
Ms Morales-Rosado is said to have recently been released from prison in relation to a domestic battery against Williams.
She was taken to Lawnwood Regional Medical Center & Heart Institute in Fort Pierce where she died.
